Rowl\u00ading\u2019s answer is that the wiz\u00adard\u00ading world has its own laws, and prac\u00adtic\u00ading mag\u00adic in the ordi\u00adnary world is pro\u00adhib\u00adit\u00aded and car\u00adries severe penal\u00adties. How\u00adev\u00ader, to make Har\u00adry Pot\u00adter more inter\u00adest\u00ading, Rowl\u00ading\u2019s laws also pro\u00advide for their appro\u00adpri\u00adate use in emer\u00adgen\u00adcies.
